"Robert A. Lovingood is the CEO and founder of ICR, a workforce and on-site services firm supporting cement manufacturing, mining, heavy industry, and logistics operations. With more than three decades of experience in workforce development and industrial operations, he has built ICR into a trusted partner for companies requiring qualified employees in demanding environments, emphasizing strong screening, safety compliance, and on-site operational support.
Robert began his career in the United States Air Force, where he completed technical training and earned an Associate of Applied Science degree from the College of the Air Force in a –related field. During his service, he was promoted into project management within civil engineering operations, helping coordinate staffing and support for engineering and infrastructure projects.
He was later selected by Governor Pete Wilson to serve on the State Economic Development Board and was twice appointed to the county Private Industry Council, the workforce board focused on job development, workforce training, and building strong partnerships between education and industry to create career pathways.
ICR operates in Southern California and the Southeast, with offices in the High Desert region of California and Johnson City, Tennessee."
